The concept of brain drain, literally "brain drain", was formulated by the Royal Society in 1963 to explain the phenomenon of British scientists and researchers who emigrated in the United States. Then, the most accepted definition was given by S. Commander 'migration of skilled personnel from developing countries to developed countries'
